Like most American communities, Kemper County faces both challenges and opportunities. The Board of Supervisors enacted a planning process designed to serve as a roadmap for investing new tax revenue to enhance local infrastructure and quality of life. As a result of this plan, several areas of significant investment were identified, including:

- Gas line/Water line project
- Revitalization of Town of DeKalb and Town of Scooba
- Economic Development Superfund
- County Road and Bridge upgrade
- Meeting Building/Civic Center in downtown DeKalb
- Recreational Complex
- East Kemper and West Kemper Elementary Schools
John C. Stennis Career-Technical Center and EMCC
The CTC currently has the following programs:
- Early Childhood Development
- Welding Technology
- Health Sciences
- Construction Science
- Forestry Technology
- Law and Public Safety
- Work Based Learning
EMCC has just been awarded a $2,000,000.00 grant to build a work force training facility.
Kemper County has three industrial sites:

Gas line and Water line Project
- A Utility District has been formed in Kemper County and the extension of a natural gas line and a water line to Hwy 45 is in progress.
Town of DeKalb and Town of Scooba
- Revitalization of the Town of DeKalb and the Town of Scooba are still in the discussion stage
Economic Development Superfund
- Established by the Kemper County Board of Supervisors in the amount of $1.3 million with a goal of $3 million.
County Road and Bridge Upgrade
- Funding has been appropriated and all roads and bridges in need are scheduled for repair or replacement.
Meeting Building/Civic Center in Downtown DeKalb
- The newly renovated County Annex building in DeKalb
- Barney Brown Senior Citizens Center
Recreational Complex
- Under consideration
East Kemper and West Kemper Elementary Schools
- New Elementary School is under construction
- One school for all K-4 through 5th grade students

Summary
Most of the concerns that are identified have resulted from the fact that historically there have been insufficient revenues in county and municipal government. This situation changed with the increased tax revenue from Mississippi Power and Kemper County is “on the move”.
